The 2 rivers - Rum and Mississippi - represent the city of Anoka. The Jack-O-Lantern also represents the city that calls itself the "Halloween Capital of the World" because it hosted one of the first Halloween parades in the US in 1920. The rushes and corn on either side of the two rivers symbolize the undeveloped, recreational and agricultural areas of the county.
